HIV information session to the Executive Management Team of SHE

NARRATIVE REPORT

Ivana Lohar, Program manager from UNDP, initiated the meeting by explaining to the EMM members why it is important to have a planning strategy. She explained that Strategic planning identifies where the organization wants to be at some point in the future and how it is going to get there. The “strategic” part of this planning process is the continual attention to current changes in the organization and its external environment, and how this affects the future of the organization. Skills in strategic planning are critical to the long-term success of your organization.

She outlined that by having a strategy plan it would help SHE in;

  1. Taking a wide look around at what’s going on outside the organization and how it might affect the organization (an environmental scan)
  2. Taking a hard look at what’s going on inside the organization, including its strengths, weaknesses, opportunities and threats (a SWOT analysis)
  3. Establishing statements of mission, vision and values
  4. Establishing goals to accomplish over the next (usually) three years or so, as a result of what’s going on inside and outside the organization
  5. Identifying how those goals will be reached (strategies, objectives, responsibilities and timelines)

She next explained the National Strategic Plan on HIV and AIDS for the period 2007-2011. Which are:

  1. Provide age- and gender-appropriate prevention and support services to key populations at higher risk: drug users, sex workers and men who have sex with men.
  2. Reduce and prevent vulnerability to HIV infection in adolescents and young people.
  3. Provide HIV prevention services in the workplace for highly vulnerable workers.
  4. Provide treatment, care and support services to people living with HIV.
  5. Ensure safe practices in the healthcare system.
  6. Build and strengthen capacity and commitment to lead, coordinate and provide a comprehensive response to the epidemic.
  7. Strengthen the strategic information system to respond to the epidemic.

The Strategic Action Plan 2009- 2013 has two policies.

  • Policy 3 – Prevent Substance abuse and all that is associated harm through advocacy Raising awareness etc.
  • Policy 4- Increase the role of NGO, Pvt. Sector & Civil Society in providing services and addressing related Substance Abuse

Following are the points discussed:

  1. SHE must go through the policies published on the President’s Office website and find out which policies SHE will be undertaking.
  2. SHE should do a SWOT of the projects i.e. SRHR, Thalassaemia and HIV/AIDS which are the major objectives.
  3. SHE must ensure on building the capacity
  4. SHE could promote democracy in the work it does, and have plans that enables the government to help fill the gaps in the plans.
  5. Form a networking with other NGOs.

The CEO, Mr. Mohamed Ajmal explained to Ivana that it is difficult to establish networking with NGOs as there are grudges amongst other NGOs and that if there is more funding, building an NGO network would be easier. Ivana replied that, to overcome this, SHE has to choose NGOs who are less difficult to deal with, and since SHE already has the infrastructure to establish the networking accomplishing the goal would be easier.

Ajmal proposed that SHE will brainstorm on the subject, and then present UNDP with the ideas. Then UNDP can append their contribution to the plan. Afterwards SHE will present to the Board of Directors the plans. Afterward a finalized plan can be established. Ivana said that UNDP also will do a capacity check on other NGOs and find out in which areas SHEs capacity can be strengthened.

Ajmal requested Program Coordinator, Asna Luthfee, to send all staff the soft copies of the documents which Ivana explained about. Ivana said that she will mail the documents which Asna does not contain. Ivana also said that the plan can be distributed to two parts, namely the capacity building area and system area.

Dr. Mausooma Khamaludheen inquired about the Voluntary Counselling and Testing Center establishment. Ivana explained and said that the establishment of a VCTC at SHE can be a major entry point. The proposal and the budgeting have already been done. Mariya Saeed agreed and said that there are already clients who inquire about these services.

Ivana said that services such as Blood grouping, STI checking and Hepatitis B/C testing can also be included. However, the costing is high thus, at the moment these targets would be unattainable.

Ajmal informed Ivana that a finalized budget, annual reports and finals will be available on the website by the end of 2011. Then other parties can contribute to SHE plans. He also said that SHE is trying to establish relations with junior chambers committee and island NGOs, whereas JOURNEY and SWAD are already in line with SHE.
